If some of the requirements were not done it should show what more he has to do. BSA doesn't say that he has to complete in a year or six months. He has until he is 17 years and 364 days old. A councilor can review other requirements to make sure the scout understands all that he needs. Many times a scout can complete between coming home from summer camp and the first few scout meeting in August or September. If a scout waits for a year or longer, he may have forgotten everything he had learned previously.
